SCIENCE MISSION DIRECTORATE PROCESS OVERVIEW

You can request computing allocations of NASA High-End Computing (HEC) resources if you are currently funded by the Science Mission Directorate (SMD).

You may also submit a request for HEC resources as part of the proposal process when seeking SMD funding.

The HEC Program has resources in two locations: the NASA Advanced Supercomputing (NAS) facility, and the NASA Center for Climate Simulation (NCCS). Information on all available HEC resources, including computing systems, storage and support services, can be found on Systems & Services At A Glance.

SUBMIT A NEW REQUEST FOR HEC RESOURCES

Overview

SMD is moving towards capturing computing requirements when projects are first considered for funding to improve resource management and planning. Select the relevant funding mechanism listed below for guidance on requesting HEC resources.

ROSES

If you are responding to a Research Opportunities in Space and Earth Sciences (ROSES) solicitation and your project requires use of HEC resources, you must complete the following process:

  1. Submit an Eligibility Request in HEC eBooks
    1. Select "Yes" in response to the question "Is this request for a ROSES project?"
    2. Include computing time and data storage (in TB) requirements for each year of your project's award period. You must request computing time in Standard Billing Units (SBUs). The HEC eBooks system has a built-in calculator to convert processor (CPU) hours to SBUs.
    3. Justify how the HEC resources will support your work.
  2. Upload a PDF of your Eligibility Request to NSPIRES / Grants.gov with your project proposal
    1. The HEC eBooks system will email you a PDF of your Eligibility Request. Upload the PDF to NSPIRES / Grants.gov as an attachment to your proposal.
    2. Check the “Yes” box on the ROSES cover sheet indicating that a request to use HEC resources is included, and enter the HEC Request Number (found on the eBooks-generated PDF).

      NOTE: This step does not determine a HEC award for your project. You must complete the next step for your request to be considered by the HEC Program.

  3. Once your eigibility is confirmed, submit a Computing Request in HEC eBooks
    1. You will receive an email prompting you to complete and submit three (3) required forms: cover sheet, quad chart, and detailed summary of requirements; including selecting your preferred location and system for where the computational work will be conducted (NAS/PLE, NAS/END, or NCCS/DSC).
    2. Click on the "Final Submission" link to complete submission of your request.

Adjudication of computing requests occurs on a quarterly basis, with decisions announced by January 1, April 1, July 1, and October 1, depending in which cycle your request was submitted. Decisions will be based on your project's overall set of requirements, previous usage (if applicable), available capacity, and SMD science priorities. As such, please be advised that your HEC award may differ from your request.

NOTE: Your HEC award will indicate that first-year allocations expire on September 30 regardless of your project’s start date. This will allow subsequent yearly allocations to remain in sync with the annual cycle for all SMD projects (October 1 through September 30).

All Other Competed Funding Sources

If you are responding to a competed solicitation other than a Research Opportunities in Space and Earth Sciences (ROSES) solicitation (guidance for the HEC request process for ROSES projects is described above) and your project requires use of HEC resources, you must complete the following process:

  1. Once your project is selected for funding, download and complete a HEC Resource Request Form
    1. Include computing time and data storage (in TB) requirements for each year of your project's award period. You must request computing time in Standard Billing Units (SBUS). You may use SBU Conversion Factors when calculating computing time requirements.
    2. Justify how the HEC resources will support your work.
  2. Email your funding award leter and completed HEC request to support@hec.nasa.gov

    NOTE: This step does not determine a HEC award for your project. You must complete the next step for your request to be considered by the HEC Program.

  3. Once your eligibility is confirmed, submit a Computing Request in HEC eBooks
    1. You will receive an email prompting you to complete and submit three (3) required forms: cover sheet, quad chart, and detailed summary requirements, including selecting your preferred location and system where the computational work will be conducted (NAS/PLE, NAS/END or NCCS/DSC).
    2. Click on the "Final Submission" link to complete submission of your request.

If you are seeking NASA Headquarters- or Center-directed funding and your project requires use of HEC resources, you must complete the following process:

    4. NOTE: This step does not determine a HEC award for your project. You must complete the next step for your request to be considered by the HEC Program.

MODIFY AN ACTIVE AWARD FOR HEC RESOURCES

Overview

SMD has shifted from annual to multi-year requests for HEC resources covering your project's full period of performance, enabling one-time submission of requests. If there are no changes to your project’s computing requirements, your future year requests will be automatically adjudicated and allocations issued prior to the start of each year of your project. On the other hand, SMD also provides opportunities to submit Modification Requests (increase or decrease of HEC resources) as your requirements may change over the HEC award period.

Modification Requests

NEW: Previously established semi-annual submission deadlines no longer apply. SMD will instead roll up modification requests to cover both new computing requests and modification and announce decisions by January 1, April 1, July 1, and October 1 of each year.

If you have an SMD-funded project and you need to request an modification to your current or future year HEC allocations, you must complete the folowing process:

  1. Submit a Modification Request in HEC eBooks
    1. Update and submit three (3) required forms: cover sheet, quad chart, and detailed summary of requirements; including updating your computing resource requirements for any year of your HEC award. Be sure to indicate the new total requested computing time and/or data storage.
    2. Click on the "Final Submission" link to complete submission of your request.

Adjudication of modification requests occurs on a quarterly basis, with decisions announced by January 1, April 1, July 1, or October 1 depending on when requests were submitted. While modifications are not guaranteed, SMD will make every attempt to satisfy your request. Decisions will be based on previous usage, available capacity, and SMD science priorities. As such, please be advised that if modifications are issued to your HEC award, they may differ from your request.

NOTE: If your SMD project received HEC allocations prior to implementation of this policy, the HEC eBooks system will automatically prompt you to complete a one-time entry of your project’s future year requirements.
